Recommendation of Option 2 for all Utilities; Significant Metro Vancouver Cost Increases
The Finance Committee reviewed the 2025 utility budgets and rates for water, sewer, flood protection, and solid waste/recycling. Staff recommended Option 2 for all utilities, which includes increased capital infrastructure investments and operational enhancements. The primary driver for increased rates is substantial cost increases from Metro Vancouver, particularly a 43.2% increase in sewer levies due to the North Shore Wastewater Treatment Plant project. Option 2 balances these increases with proactive infrastructure replacement to mitigate future costs and maintain service levels. The proposed rates were compared to neighboring municipalities, highlighting Richmond’s unique infrastructure challenges. The committee’s approval will lead to the introduction of amendment bylaws to Council for final adoption by December 31, 2024.
