Townhouse Development Proposal and Rezoning Approval
The Planning Committee reviewed application RZ 22-019094 by 1343356 BC Ltd. to rezone two properties at 6251 and 6271 Williams Road from “Small-Scale Multi-Unit Housing (RSM/L)” to “Low Density Townhouses (RTL4)” to build ten townhouse units. The application aligns with the Official Community Plan and Arterial Road Policy. Public concerns regarding shadowing and loss of greenery were addressed. The proposal includes conditions such as a flood indemnity covenant, contributions to the Recreation Facilities Reserve Fund and Affordable Housing Reserve Fund, a restrictive covenant against rental and age restrictions, tree protection and replacement measures, and a development permit process to finalize design details. Variances for front yard setback and small car parking were requested and supported, contingent on further design review. The committee recommends introducing and giving first, second, and third reading to Richmond Zoning Bylaw No. 8500, Amendment Bylaw 10618.
