Phased Approach and Budget Allocation Endorsed
The General Purposes Committee endorsed Option 1 for implementing the Richmond Public Safety Camera System (PSCS), a phased approach proposed by the RCMP. This phase involves installing 48 cameras at 10 key intersections for a capital cost of $2,493,794 and an operating budget impact of $181,600. A capital submission will be made for Council’s consideration in the 2025 budget process. Options 2 (full implementation of Phases 1 and 2) and 3 (city-wide implementation) were deemed too costly and risky at this time. The system’s use is strictly limited to law enforcement purposes, with access to footage controlled via production or court orders. A Privacy Impact Assessment, approved by Council, outlines the system’s privacy safeguards.
