Approval of rezoning for townhouse development, parkland expansion, and associated infrastructure improvements.
The Planning Committee reviewed and approved rezoning application RZ 21-936275 for 5300 Granville Avenue. The application, submitted by Flat Architecture Inc. on behalf of Pakland Zaryab Gardens Ltd., proposes rezoning a portion of the lot from “Small-Scale Multi-Unit Housing (RSM/L)” to “Medium Density Townhouses (RTM3)” and another portion to “School & Institutional Use (SI)” to allow for the construction of 20 townhouse units. The development includes a 9m expansion of McKay Neighbourhood Park, achieved through a land transfer to the City. Access will be via Lynnwood Drive, requiring agreements with adjacent properties. Several variances were requested and approved, relating to lot width and setbacks. The project includes financial contributions for affordable housing, market rental housing, public art, and amenity space. A Development Permit is required for further design review. Prior to rezoning bylaw adoption, several conditions must be met, including the completion of a servicing agreement, tree protection measures, and the registration of several covenants. The committee recommends that Richmond Zoning Bylaw 8500, Amendment Bylaw 10614, be introduced and given first, second, and third reading.
