The Richmond Planning Committee reviewed and approved amendments to Bylaws 10630 and 10631, addressing Small-Scale Multi-Unit Housing (SSMUH). These amendments follow public consultations (open houses and builder/designer breakfasts) and a design review. Key changes include removing the Development Permit (DP) requirement for SSMUH on irregular lots and for single-storey buildings encroaching on rear yards (with exceptions for two-storey encroachments). The maximum building height is increased from 9m to 10m, with supporting changes to improve attic space livability. Administrative amendments clarify shared driveways, rear yard setbacks, secondary suite design, fence heights, floor area calculations, DP requirements in arterial road areas, and subdivision regulations for RSM zoned lots. Further analysis is planned for parking on smaller lots, density increases on larger lots, and simplifying subdivision guidelines within the Official Community Plan (OCP) update.
