Approval of rezoning application with conditions; includes affordable housing and rental tenure.

The Planning Committee approved the rezoning application by Fougere Architecture Inc. for a 90-unit rental apartment building at 8620, 8640, 8660 Spires Road. The project includes 68 market rental units and 22 affordable housing units, all secured in perpetuity with rental tenure zoning and housing agreements. The rezoning incorporates a new site-specific zone, ZLR49, and includes various conditions, such as a servicing agreement for frontage improvements, registration of legal agreements on title for rental units and affordable housing, and provisions for transportation demand management (TDM) measures like transit passes and car-sharing parking. Concerns from adjacent property owners regarding mature cedar trees were addressed, and a tree management plan is in place to retain and protect most trees. A public hearing was waived due to compliance with Bill 44. Further design refinements will occur during the development permit stage.
