The General Purposes Committee approved the concept design for the Sewer Heat Recovery Central Energy Plant (SHR plant), a project aiming to reduce greenhouse gas emissions by utilizing sewer heat recovery. The plant’s design emphasizes integration with the future Lulu Island Park, incorporating features like a green roof and public washrooms. The project, estimated at $114 million, will be funded through Corix, the Canada Infrastructure Bank, a CleanBC grant, and Metro Vancouver funding. Due to the project’s cost, the LIEC Board of Directors requested referral to the Major Projects Oversight Committee for enhanced accountability and transparency. The detailed design phase will incorporate feedback from an Advisory Design Panel, with construction anticipated to begin in 2026 and completion in late 2028.
