A new multi-surface baseball diamond at Brighouse Neighbourhood Park, completed as part of the 2024 Capital Budget, requires a bylaw amendment to implement user fees. Amendment Bylaw No. 10648 to Consolidated Fees Bylaw No. 8636 introduces fees for the full diamond and infield-only bookings, categorized by user type (commercial, private/non-resident, Richmond youth/adult groups). Fees are consistent with regional rates. 60% of revenue will fund future capital replacements, while 40% will offset field maintenance and operating costs. The bylaw amendment was introduced for first, second, and third readings.
