Proposed ESA map expansion, reclassification, and public consultation
This report presents a revised map of Richmond’s Environmentally Sensitive Areas (ESAs) for the Official Community Plan (OCP) targeted update. The updated map, based on landscape ecology and new technologies (LiDAR, GIS, satellite imagery), significantly increases the total ESA area from 1,396 ha to 3,190 ha. Key additions include Richmond Nature Park, bog areas of Garden City Lands, and recreational corridors. Areas removed are primarily those with existing farming exemptions. The ESA categories have been reclassified from five to four, simplifying the inventory and addressing ecological similarities. The report recommends Council receive this for information and endorse the proposed map for public and stakeholder consultation, which will be followed by updated policies and a public hearing.
