Mixed-use development with rental housing, OCP amendments, and public consultation.

The Panatch Group’s application to rezone 9000 No. 3 Road from “Gas & Service Stations (CG1)” to “Commercial Mixed Use (ZMU61)” was reviewed. The proposed development includes a five-story mixed-use building with commercial space on the ground floor and 64 rental units (57 market, 7 MMR) above. The Planning Committee recommended first reading for OCP Amendment Bylaws 10655 and 10663 (designating the site as “Limited Mixed Use” and clarifying the definition to include purpose-built rental housing) and Zoning Bylaw Amendment 10656 (creating the ZMU61 zone). The application addresses noise mitigation, environmental concerns, tree replacement, and traffic impact. Public consultation was conducted, with concerns raised regarding community character, property values, construction impacts, and infrastructure. Several conditions must be met before final bylaw adoption, including securing legal agreements for affordable housing, traffic management, environmental remediation, and infrastructure improvements.
