Rezoning approval for mixed-use development and related OCP bylaw amendments.
The Planning Committee reviewed and approved the Panatch Group’s rezoning application for a five-storey mixed-use building at 9000 No. 3 Road. The building will include commercial space on the ground floor and 100% rental apartments above, with seven units designated as moderate market rental. The committee also introduced and gave first reading to amendments to Richmond Official Community Plan Bylaw 9000 (Bylaws 10655 and 10663) to change the land use designation and clarify the definition of “Limited Mixed Use” to include purpose-built rental housing. Additionally, first reading was given to Richmond Zoning Bylaw 8500, Amendment Bylaw 10656, to create a new zone for the development. The committee confirmed the proposal’s consistency with the City’s Financial Plan, Capital Program, and regional waste management plans, and that further consultation was unnecessary.
